1. 不熄，则谓之,—谓之, "were to say of it."与 is said by Choo He to = 助, "to aid." The 甚 is joined to 与, and not to 不仁. Bad men seeing the ineffectiveness of feeble endeavors to do good are only encouraged in their own course. This meaning of与 is found elsewhere. ChaouK＇e interprets: "This also is worse than the case of those who practice what is not benevolent."
